The recommendation to allow two-family homes to be constructed in some neighborhoods that are currently zoned for single-family homes has been the biggest sticking point in a draft rewrite of zoning regulations that was unveiled last month. This is the city’s first major zoning rewrite in decades. 

“Some of us invested into a single-family zone and we expect it stay that way,” resident Rich Bonenfant said during the final district zoning meeting on May 24. 

Director of Planning and Zoning Steven Kleppin said they will continue to host more community meeting leading up to the public hearings on June 21 and 28. At these hearing residents will be able to voice their concerns to the Planning and Zoning Commission.

“Keep in mind that the draft map is a draft map; it is not the final map,” Kleppin said. “It’s the staff initial set of recommendations on things. I expect the map will get revise prior to the end of June for sure.” 

During the district A meeting, Kleppin outlined some of the changes including changing areas around the Norwalk Hospital from a single family zone to a CD-3 zone which allows, but does not require, two-family homes. 

“One of the big drivers and one of the big employers for the city is Norwalk Hospital, so we think the more opportunities we can to provide housing in and around the hospital for doctors, nurses and all kinds of  tech staff,” Kleppin said. “The more walk-able we can make that area around the hospital the better that will be for folks.”

The CD-3 zone proposed has upset many residents, but Kleppin said this change if adopted would be incremental and market driven.

“Change is scary and I understand that that,” Kleppin said. “We think these changes are incremental changes. They are not happening overnight.”  

In areas that allow two-family homes, “less than 50 percent of those neighborhoods have two-family houses on them,” he said “So what’s happening is that the market is dictating what is happening on those properties, not zoning.”

Last week Mayor Harry Rilling said he was “uncomfortable” with the changes regarding single-family home zones. 

“Upfront, I want to be perfectly clear that I am uncomfortable with some of the recommendations and disagree with the level of density being proposed,” Riling said in a statement on May 18. “In particular, I am concerned about where some single-family areas are being proposed as two-family and where some multifamily zones are more prominent across the city.”

Environmental, historic concerns

One resident, Elsa Peterson Obuchowski raised concerns about environmental precautions included in the new zoning plan, citing a story about flooding and street levels publish in The Hour earlier this week. 

Kleppin said Norwalk’s Planning and Zoning and the Connecticut Institute for Resilience and Climate Adaptation are working closely together.

“We are well aware of the changes they’re talking about and they are well aware of the proposed zoning, and we are taking about how those two work hand in hand and impacts from that how it gets tied into our code,” Kleppin said.

Another concern raised was the historical preservation of Norwalk buildings and landmarks. Tod Bryant, president of the Norwalk Preservation Trust, said he is concerned that the proposed zoning lacked historical preservation, citing two recently approved projects — the expansion of Marriott SoNo Residence Inn and an apartment complex development at 1 Cemetery St. 

“I think there should be more requirements for developers who are asking to build something that will impact a property either in the historic national registered, state registered or the city historic research inventory,” Bryant said. 

Kleppin said historical preservation codes have been “on the radar.”

Nicol Ayers, Common Council member for District A, commented on how the recent Waypointe development has blocked a lot of the natural light on surrounding properties including the historical Bethel AME Church.

“People are sick and tired of multi-story building that are taking natural light out of their homes,” Ayers said. “There is a historic church that sits on the corner of Academy Street, Bethel AME Church, the oldest Black church in the city. There is no natural light there anymore  because Waypointe is so high.”

 The Planning and Zoning Commission recently approved a text amendment change regarding properties abutting historical properties, to apply for special permits on height, parking or other exceptions.  

All comments from the district and community meetings will be complied and reported to the commission. Residents may also submit questions and comments for planning and zoning at their website.

The unveiling of BMW‘s 2024 5 Series is causing some side eye.

Entering its eighth generation, the BMW 5 Series offers a revolutionary new feature that allows drivers to change lanes just by looking into its side view mirrors.

With Active Lane Change Assist, an optional part of the Highway Assistant Level 2 driver assistance suite, your car can automatically change lanes for you. Here’s how it works:

  1. The system first prompts you that a lane change is suggested. This might be because you’re approaching a slower car or because your lane is ending, and you need to merge.
  2. With Active Lane Change Assist, the driver simply looks at the side view mirror, and the car will change lanes — as long as it’s safe.

Other vehicles, such as GM‘s SuperCruise system, have an automated lane change option, but they require you to accept the prompt using the turn signal stalk physically. BMW takes that step out of the process, letting your eyes do the steering.

Some concern

Not everyone is a fan of this new feature. MotorTrend, for example, questioned the safety of eye-controlled steering.

“We’d be lying if we weren’t slightly concerned,” the auto magazine wrote. “The reality is that it’s not an arduous process to move your hand a few inches and touch the stalk, and there’s a lot less potential for the car to misinterpret the action. We’ll have to try this system out once the car is available for review to see for ourselves.”

First electric 5-Series

The eye-controlled lane change system wasn’t the only major news to come out of BMW this week. The German automaker also announced the debut of two all-electric 5 Series models.

The i5 eDrive40, with 335 horsepower, has an EPA range of about 300 miles per charge. The sticker price starts at $67,795.

On the higher end is the 5 M60 xDrive, a two-motor, 590-horsepower machine. You’ll have to shell out at least $85,095 for this one.

Eddie and Kristy Riley knew they wanted to start and raise their family in State College, but for a long time, owning a home in the borough seemed out of reach.

Both are Penn State graduates. Eddie works in mental health care; Kristy is a teacher who now stays at home to care for their two sons. But a mortgage in the area was too much. The median home value in State College is around $370,000.

“There were several times when we’d look at each other and have the conversation like, what, what did we do wrong?” Eddie Riley said.

The Rileys could afford rent, but sometimes their heating bills were $500 for one month. Eddie and Kristy remember heating only one room for the whole family and blocking off other parts of the house with blankets. A rent hike on top of the high energy bills forced them out of the borough a few years ago.

They ended up finding the State College Community Land Trust, which has a program designed not only to help people afford a home, but to renovate the home to be as energy-efficient as possible. That efficiency piece saves the homeowners money and also cuts down on emissions from home heating, one of the top contributors to the greenhouse gasses that fuel climate change. The efforts can be of particular help in Pennsylvania, which has some of the oldest housing stock in the nation.

The land trust’s mission is to promote affordable homeownership in the borough. A recent pilot program added an energy efficiency component to 12 homes that were built in around the 1950s and 60s.

The Rileys became part of the pilot when they moved into the white cottage on Old Boalsburg Road. The land trust had done an energy audit in the house, added insulation to the attic and basement, installed an electric, heat pump-powered water heater and put new, efficient appliances in the kitchen. Those improvements reduced the home’s energy needs by a quarter.

Now the Rileys have been homeowners for over a year and they don’t have to worry about whether they will be able to pay all their bills. The family was even able to visit relatives in Florida this spring.

“It’s been a blessing, a gift. I feel like we won the lottery,” Eddie Riley said.

Others may also have the chance to win out soon, because of new federal money and state programs that aim to help people save on their energy bills while reducing planet-warming emissions.

Budget-friendly can be climate-friendly

Emissions from home heating account for about 7% of greenhouse gas emissions in Pennsylvania.

Data from the Energy Information Administration shows that, nationally, home energy use accounts for about 20% of emissions when accounting for indirect emissions from electricity use.

Energy efficiency measures are some of the most effective ways to reduce carbon pollution. The International Energy Agency, which works with countries around the world on energy policy, estimates that efficiency could reduce the building sector’s emissions by around 25%.

What efficiency upgrades can you make in your home?

An energy efficient home helps people save money on utility bills. It also plays a role in lowering climate-warming emissions. About 20% of the country’s emissions are because of energy and electricity use in homes.

Colleen Ritter, executive director of the State College Community Land Trust, plans to keep a focus on energy efficiency in all the homes the nonprofit buys.

“We recognize that it really needs to be at the forefront,” Ritter said. “Because if people are buying the houses and the mortgages are affordable to them… we want to make sure that the house is then affordable to them as well.”

Work is underway at the land trust’s latest project, a 1970s duplex on University Avenue. In March the home looked like it was made from big green legos. A grid of insulation boards was built around the house like a shell, making 9.5 inches of space from the original walls for new insulation.

When finished, this home will be known as a passive house, which is one of the highest standards in home energy efficiency. All the appliances will be electric, including a heat pump instead of a gas furnace. It’s airtight, keeping warm or cool air inside the home.

The State College Community Land Trust and Envinity are working to retrofit this home in State College into a highly energy efficient “passive house.” They built an “envelope” around the exterior of the home that will be filled with insulation. (Jeremy Long – WITF)

“This house is going to be pretty much constant temperature,” said Karis Taddei, project manager with Envinity, which is doing the renovations. “So that alone will save tons on energy costs and it’ll be like thermal comfort in your house.”

The focus for the land trust is affordability. It’s listing each home of the duplex for $105,000. But there’s also attention on using materials that are friendlier to the environment and on the overall carbon footprint of the home.

Ritter hopes the passive house can be something of a model for other nonprofits or governments that want to make homes safe, comfortable and efficient.

“We’re not gonna build our way out of a housing shortage. But what we do need to do is to make things sustainable and affordable and energy efficient,” Ritter said.

New programs

Communities have an opportunity now to look at issues in housing and prioritize efficiency.

The recent federal infrastructure law expanded weatherization programs and the Inflation Reduction Act is giving $9 billion to home efficiency programs, with the goal of lowering energy bills and emissions at the same time.

A new state program called Whole Home Repairs allocated $125 million to counties last year to improve homes owned by people with low incomes, who often pay up to a third of their income on utility bills, leaving them unable to make the upgrades that would ultimately save them money and prevent emissions.

Pennsylvania, with its old housing stock, needs the help. Surveys have found that one in four voters lives in a home that needs a critical repair. Homes in need of repair are ineligible for other weatherization assistance. Advocates are pushing now to make Whole Home Repairs a permanent part of the state budget.

Pam Adams with the Centre Region Council of Governments has been working on proposals to expand the land trust’s Energy Plus pilot program in the State College area. She’s hopeful the new federal and state programs will achieve multiple goals.

“There is not just climate programs, they have co-benefits and this can help people afford their homes more,” Adams said. But there will be challenges.

Adams said people often don’t want government involved in their homes, and they may be too busy to realize what the programs do and if they qualify.

Then there’s finding people to do the work. Contractors already have more work than they can get to, so going through extra training to understand and work with government programs could discourage some from participating.

Some of the new state money is meant for workforce development.

Adams said outreach and training will be crucial to make the most of the new programs.

Inflation, while no longer at its 2022 peak, remains elevated. What does that mean for you as you consider whether or not to buy a home in 2023?

Beginning in 2021, a combination of government aid, demand for goods and bottlenecked supply chains served to increase the cost of everyday items, including housing. This is known as inflation. When it occurs, it generally means your hard-earned dollars don’t stretch quite as far as they used to.   

In 2021, inflation rose to a degree last seen in the 1980s. Since then, the costs of certain goods and housing have continued to rise, though in recent months the rate of these price gains has slowed. Still, the median sales price for all houses sold in the United States has increased by nearly $110,000 in the past two years, reaching $467,700 by the end of 2022.

Starting in early 2022, the nation’s central bank, the Federal Reserve, began to combat inflation by pulling money out of the economy and increasing interest rates.

As a response to this change — in addition to broader supply and demand concerns — mortgage rates increased at the fastest rate since the early 1980s. According to Freddie Mac’s Primary Mortgage Market Survey®, rates increased from slightly more than 3% in early 2022 to more than 7% by November. In recent months, mortgage rates have come down but still remain approximately double what they were just two years ago.

To summarize: Houses have never been more expensive and mortgage rates are above 6% for the first time since 2008. So, should you hold off on buying a home?

The Case for Buying a Home Today

If you’re financially ready, now may be a great time to buy.

Not only will buying today help you begin to build equity, a fixed-rate mortgage can stabilize your monthly housing costs for the long-term even while other life expenses continue to rise — as has been the case the past few years.

Housing costs increased rapidly in 2021 due to a combination of factors: inflation mixed with a high demand for housing (primarily due to low rates and work-from-home arrangements) and a low housing supply. Since rates began to rise in early 2022, housing costs have moderated. Rents typically increase between 3% and 5% each year, though your landlord or management company may charge more depending on the terms of your lease agreement.

On the other hand, homeowners with fixed-rate loans will see little to no change to their monthly housing cost over the life of their loan. You can be confident in knowing that your mortgage payments won’t change much in the long term, even when life’s other costs do.

Many eagle-eyed Twitter fans noticed on Monday that the social media platform’s standard blue bird icon had been swapped out for the ever-popular Doge meme.

The illustration of the Shiba Inu dog, which has become the unofficial symbol for the Musk-backed cryptocurrency Dogecoin, seemed to appear randomly, though Musk Tweeted an explanation by referencing an exchange he had with a user before he purchased Twitter last year.

The user @WSBChairman joked with Musk that he should just “buy Twitter” and “change the bird logo to a doge” after Musk asked his followers at the time if a “new platform was needed.”

Musk, who’s been accused of market manipulation for Tweeting about various stocks and meme coins, seemed to have moved the needle once again for Dogecoin, which skyrocketed an estimated 20% yesterday after the logo change.

As of Tuesday afternoon, Doge still appeared in place of the bird logo on the social media platform. Dogecoin was up just under 33% in a seven-day period at the same time.

The decision to change the logo might not have been completely random, as CNBC reported over the weekend that Musk and his team filed to dismiss a lawsuit that accuses the billionaire of running a “pyramid scheme” to pump up and deplete the Dogecoin valuation via his Tweets.

“There is nothing unlawful about tweeting words of support for, or funny pictures about, a legitimate cryptocurrency that continues to hold a market cap of nearly $10 billion,” Musk’s lawyers stated, per the outlet. “This court should put a stop to plaintiffs’ fantasy and dismiss the complaint.”

Musk was part of another Twitter-related class action lawsuit last summer, when he was accused by shareholders of being responsible for tanking the Tesla stock after Tweeting that he had “funding secured” to take the company private.

A jury found Musk not liable for the losses earlier this year, for which Musk said he was “deeply appreciative.”

Most of us dream of making changes in our lives, of reinventing ourselves and our careers. But financial considerations, the anxiety of the unknown, and fear of failure often prevent us from going for it.

Change is hard—and it’s scary. But it’s also well within our grasp.

Author Joanne Lipman spoke to hundreds of people who have made successful career pivots, and interviewed researchers and scientists who have studied big transitions and transformations. To her surprise, she discovered that most career changes follow a similar pattern that can be broken down into steps, which she maps out in her new book “Next! The Power of Reinvention in Life and Work.”

Lipman’s also walked the walk. In her own career, she transitioned from being editor-in-chief of USA Today and The Wall Street Journal Weekend Journal into a bestselling author and speaker.

I spoke to her for the podcast Write About Now about the steps, what she calls the 4 S’s — search, struggle, stop, and solution.

1. The search

All career changes begin with a search to do something different.

“This is when you start collecting information about where you’re actually going to end up,” Lipman says. “The cool thing about this search phase is that almost everybody I interviewed didn’t realize they were searching. It was totally unintentional.”

She cites the example of a telephone repairman, Chris Donovan, who sketched pictures of women’s shoes in his spare time. He drew these designs for years (for fun) until his husband discovered them and encouraged Donovan to pursue his love of shoe design as a new career. The result was Chris Donovan Footwear, a successful woman’s luxury fashion shoe brand.

When determining your career change, take stock of your interests and passions and try not to overthink them by weighing every pro and con. Instead, trust your gut, Lipman says.

“People who successfully switch careers,” she says, “often cite the power of gut instinct.”

And research backs that up. In one study, British and Turkish students were asked to predict the winner of a British soccer match. The Turks, who knew nothing about the teams, were just as accurate in their predictions as the Brits. Why? Because they didn’t overanalyze all the factors —such as injuries, previous scores, and player stats — they just went with their instincts.

Lipman suggests shadowing someone who does what you’d like to do and take notes. Write down your goals and thoughts. Research shows that taking simple actions will help execute your vision.

2. The struggle

This is the toughest stage of any career change and can last an uncomfortably long time.

“It’s when you’re disconnecting yourself from your previous identity, but you haven’t quite figured out the identity where you are going to land,” says Lipman.

But this struggle is also the most critical phase of your transformation. You’ve made the transition but are not seeing success soon enough—maybe ever.

Lipman says one way to manage the stress of the struggle phase is to remain nimble.

“People who turn failure into success do it in increments. Instead of throwing up their hands and throwing it out, they actually iterate and iterate and iterate,” she says. “They tweak, adjust, and fiddle after every flameout.”

3. The stop

The struggle leads you to the third phase of change—the stop.

Lipman describes this as “either something that you may choose, like, “I’m quitting my job.” Or it might be something thrust on you, like, “I got laid off from my job,” or there was an illness or a divorce in my family.”

Lipman tells the story of Marla Ginsburg, a former TV producer whose career and investments were wiped out after the 2007 television writer’s strike and the 2008 recession. She began a second career as a fashion designer, which was going fine until her son was diagnosed with Parkinson’s. This was her stop.

“She was in Amsterdam, only focused on her son and his treatments,” Lipman explains. “It was the weirdest thing she said because of the change in scenery plus the absolute stopping in her tracks. She suddenly had this creative spurt. She came up with this idea for her brand, which is called MarlaWynne.”

It’s one of the top brands on QVC and HSN, with revenues topping $60 million, according to Forbes.

4. The solution

The final chapter of your career change journey marks the beginning of a whole new chapter in your life.

The solution is when everything leading up to this point—the search, the struggle, the stop— coalesces, and you know what you have to do.

The solution is the answer.

Lipman talks about mega-writer James Patterson (Along Came a Spider), who worked in the advertising industry until he was 50. But Patterson always harbored fantasies of being a full-time novelist (the search). He published a few books and mostly got terrible reviews (the struggle), but he was honing his craft and hesitant to quit his day job.

Then he had an “aha moment.” He was stopped (literally) in terrible traffic on the New Jersey Turnpike, returning home from his beach house on a Sunday night.

“He’s looking on the other side of the road, and it’s “whoosh, whoosh”— all these other cars going back to the beach,” Lipman explains. And he said, ‘I’m on the wrong side of the road. I gotta get to the other side.’ He returned to New York, quit his job, and that was when he said, “I’m a writer.”

That solution earns him $60 million a year.

Quiet quitting is out; quitting in its most literal sense is in.

In 2021, a record 47.8 million employees in the U.S. voluntarily left their jobs. However, that record was promptly broken as 50.5 million more people handed in their resignation letters in 2022. “I was a math and phys-ed teacher for about ten years,” says Mik. “I got to the point where I just wanted out of that 9 to 5 grind, be my own boss, and achieve financial freedom for my family and for myself. Teaching sure provided me with a stable income and a pension to look forward to, but I was done trading my time for money.”

Determined to surpass what he used to earn from teaching while having better control of his time, Mik tried several ways to make passive income. He tried stock trading, crypto trading, and influencer marketing. The last one proved to be the most challenging yet rewarding for Mik Zenon.

“Before I started posting content on TikTok, I was completely non-existent on social media,” says Mik. “I never had Facebook; I never had Instagram, I had nothing.
